If I witness a pollution event in Israel, what should I do?

If you witness a pollution event in Israel, the first thing you should do is document, document, document!
If you have a camera with you take a picture of the source and the discharge itself.  Even a camera phone will take photos of good enough quality to be used as proof of what you saw (and, in many cases, smelled).
